حُرّر في مدينة غزة بتاريخ 28 إبريل 1998 في أربع عشرة مادة: إعفاء السلع ذات المنشأ الوطني من الرسوم الجمركية، اشتراط ألا تقل المدخلات المحلية عن 40% من تكلفة الإنتاج، ولجنة تجارية مشتركة على المستوى الوزاري تجتمع كل ستة أشهر.
