About the centre
The origin, mission, structure and governing rules of the Arbitration and Dispute Resolution Centre of the Gaza Chamber.
The centre was established to give Gaza's business community a fast, neutral alternative to litigation: accredited tribunals and mediators, written procedures and fixed periods.
It works under the Palestinian Arbitration Law and its regulations, the centre's procedural rules, the code of conduct for arbitrators and mediators, and the published privacy policy.
The centre's values
Independence
The centre's decisions answer to nothing but the law and the parties' agreement.
Impartiality
An equal distance from every party, at every stage of the dispute.
Integrity
Procedure and decisions that stand up to scrutiny, without interest or favour.
Transparency
Published, clear procedure from the filing of a request to the issue of the award.
Privacy
The parties' data is used for nothing beyond what it was provided for.
Responsibility
Accountability to the parties and the community for the quality of the work and its outcomes.
Confidentiality
The facts and documents of a dispute are kept from everyone but its parties.
The centre's objectives
- Earning a distinguished standing in arbitration, mediation and consultancy, locally and internationally
- Settling commercial disputes through arbitration and conciliation between the parties, across many fields
- Spreading the culture of alternative dispute resolution, improving its practice, and building bilateral relations with peer centres and judicial bodies
Legal basis
The centre's adopted internal regulation (2025)
The regulation the centre operates under, adopted by resolution of the chamber's board on 12 August 2025 in minutes No. 07/2025; it sets out the centre's independence, its jurisdiction and its organs.
The centre's procedural regulation — draft, pending adoption
The regulation governing arbitral procedure before the centre, from the filing of a request to the issue of the award. Still before the centre's management committee, and read together with the adopted internal regulation.
Palestinian Arbitration Law No. (3) of 2000
The law governing arbitration in Palestine and the conditions for recognising and enforcing arbitral awards.
Executive Regulation No. (39) of 2004
The executive regulation of the Arbitration Law — including the rules for accrediting arbitrators, their classes, and the renewal of their registration.
UNCITRAL rules and the New York Convention
The UNCITRAL Model Law and Rules on international commercial arbitration, and the Convention on the Recognition and Enforcement of Foreign Arbitral Awards.
Structure
The board of directors
The chamber's own board, for the same electoral term; it forms the executive committee, appoints the centre's director, and ratifies the internal regulation, the mediation and arbitration rules and the fee schedules (Article 8 of the internal regulation).
The executive committee
Drawn from the board and chaired by the chamber's president or their delegate; it approves the lists of arbitrators, mediators and experts and the schedules of fees, and acts independently of the board and of any tribunal (Articles 8 and 10 of the internal regulation).
The centre's management
A director and one or more assistant officers; they run the day-to-day operation, receive requests, coordinate the constitution of tribunals and organise sittings (Article 11 of the internal regulation).
The tribunals, mediators and experts
Constituted for each dispute under the centre's rules, and independent, once constituted, of the board, of the management and of the executive committee (Article 13 of the internal regulation).
